Investments involving European Union funds

Since Poland’s accession to the European Union and the chance of supporting investment projects carried out by small and medium enterprises with European Union funds, P.H.M. POLCOMM has been taking advantage of the opportunities presented by Poland’s integration into the European Union and is conducting its own investment strategy.

Taking into account the systematic improvement and expansion of its machinery stock, in 2004-2006 P.H.M. POLCOMM carried out a series of projects regarding purchasing of state-of-the-art devices and technological lines subsidized by the EU as part of the following programs: PHARE 2001, SAPARD, PHARE 2003 and SOP “Restructurization...”

During 2005-2006, two projects subsidized by the European Regional Development Fund were carried out as part of the Sector Operational Program ‘Increase of Enterprise Competitiveness’, Action 2.3. ‘Increase of small and medium enterprises’ competitiveness through investment’.
The first of the projects was carried out at the end of November 2005. The project concerned ‘Purchase of numerically controlled CNC device for processing of specialist diamond tools’. The subsidy level was 45% of the qualified project cost.

In 2006 (November), another program, as part of the SOP IEC, was carried out, concerning „Purchase of abrasive processing of cemented carbide cutting tools technology and a CNC device with software”. Subsidy level: 45% of the qualified project cost.

In 2008 an agreement was signed with the authorities of the Lubelskie Voivodship regarding a subsidy for the project „Construction of a production plant and implementation of an innovative technology - improvement of company competitiveness (stage I)”. The enterprise was granted a 37.72% subsidy from the funds of the European Regional Development Fund and the National Budget, as part of the LV ROP for 2007-2013, Priority Axis: I Entrepreneurship and Innovation, Action 1.3. Investment Subsidies for Small and medium enterprises. The project was a continuation of the company’s long-term investment policy. The project was completed in September 2009. Thanks to this enterprise, it is possible to introduce diamond/cemented carbide-bladed tools to the market under the company’s own trademark, manufactured entirely in the newly-launched production plant.

In the first quarter of 2010, another agreement was signed with the authorities of the Lubelskie Voivodship regarding a subsidy for the project „Innovative manufacturing technology set-up – company’s competitiveness increase (stage II)”. The enterprise was granted a 60% subsidy from the funds of the European Regional Development Fund and the National Budget, as part of the LV ROP for 2007-2013, Priority Axis: I Entrepreneurship and Innovation, Action 1.3. Investment Subsidies for Small and medium enterprises. The project was a continuation of the company’s long-term investment policy. The project is aimed at expanding and perfecting the range of the company’s offer with new products and services. The enterprise was completed by the end of 2010.

In July 2010, our company signed an agreement with the authorities of the Lubelskie Voivodship regarding a subsidy for the participation in a fair as part of the project „Commercial promotion of the company and its market offer by participating in international industry fair ‘BUDMA 2010”. The fair was held in Poznań, between 19-22 January 2010. The enterprise was granted a 50% subsidy from the funds of the European Regional Development Fund and the National Budget, as part of the LV ROP for 2007-2013, Priority Axis: II Economic infrastructure, Action 2.4. Pattern A Commercial Marketing. The project’s aim was to promote the company and its product capabilities (tools for PVC, aluminium, composites) within a specialist offer and to reconnoitre the opportunities on new markets.

In October 2010, P.H.M. POLCOMM signed an agreement with the authorities of the Lubelskie Voivodship regarding a subsidy for the project „Purchase a specialized technical equipment to be used in research and development of new geometry solutions of sawblades”. The enterprise was granted a 60% subsidy from the funds of the European Regional Development Fund and the National Budget, as part of the LV ROP for 2007-2013, Priority Axis: I Entrepreneurship and Innovation, Action 1.6. Research and modern technologies in areas crucial for the region. The project involves expanding and improving the equipment of technical facilities for conducting within the company’s own scope, with the cooperation and under the supervision of an R&D unit, research and development works aimed at developing a new, more optimal technological solution for sawblades by commercializing the results of R&D works for the purposes of commercial practice. The project is aimed at improving the range of the company’s offer.

In May 2012, our company signed an agreement with the authorities of the Lubelskie Voivodship regarding a subsidy for the participation in a fair as an exhibitor, as part of the project „Promotion of the company and its market offer by participating in international industry fair ‘ITM Polska/Mach-Tool 2011”. The fair was held in Poznań, between 14-17 June 2011. The enterprise was granted an 80% subsidy from the funds of the European Regional Development Fund and the National Budget, as part of the LV ROP for 2007-2013, Priority Axis: II Economic infrastructure, Action 2.4. Pattern A Commercial Marketing. The project’s aim was to promote the company and its new products (tools for processing metal, alloys and difficult to process, light composites) within a specialist offer and to reconnoitre the opportunities on new markets.

In the third quarter of 2012, P.H.M. POLCOMM entered into an agreement with the Lubelskie Voivodeship on subsidising the project entitled: “Innovative manufacturing technology set up – company’s competitiveness increase (stage III)”. The undertaking is 50% subsidised from the European Regional Development Fund and the state budget, under the Regional Operational Programme of Lubelskie Voivodeship for the years 2007–2013, Priority Axis: I. Entrepreneurship and Innovation, Action 1.3. Investment Subsidies for Small and Medium Enterprises. The project is another stage in realising the company’s long‑term investment strategy. The project is aimed at broadening and improving the range of products and services offered. The realisation of the project is completed at the end of July 2013.
Moreover, in November 2012, P.H.M. POLCOMM entered into an agreement with the Lubelskie Voivodeship on subsidising the project entitled: “Extension of the external and internal ventilation installation in the production hall”. The undertaking is 60% subsidised from the European Regional Development Fund and the state budget, under the Regional Operational Programme of Lubelskie Voivodeship for the years 2007–2013, Priority Axis: I. Enterprise and Innovations, Action 1.4. Pattern A. Investment subsidies for the adaptation of businesses to the environmental requirements and the requirements as regards renewable sources of energy. The project is aimed at achieving optimum internal conditions (controlled atmosphere) for the proper functioning of the technological processes, along with an efficient environmental result, i.e. reduction of primary energy consumption and reduction of pollution and gas production. The realisation of the project is planned to end in June 2013.
In May 2013 our company signed an agreement with the Lubelskie Voivodeship on subsidising our participation as exhibitors in industrial fairs as part of the project entitled “Promotion of the company and its market offer by participating in international industry fair ‘LUBDREW 2011’ and ‘ILA Berlin Air Show 2012’’.
The fairs took place over 20–22 October 2011 in Lublin and 11–16 September 2012 in Berlin. The undertaking was 80% subsidised from the European Regional Development Fund and the state budget, under the Regional Operational Programme of Lubelskie Voivodeship for the years 2007–2013, Priority Axis: II. Economic infrastructure, Action 2.4. Pattern A. Commercial marketing. The aim of the project is to promote the company and its new products (tools for precision processing of metals and metal alloys and hard-to-process light composites within a specialised offer, as well as to learn about development opportunities in new markets.
